Story Behind the phenomenon of Blue Moon

Blue Moon is reported to occur on July 31, 2015, after the first full moon appeared on July 1, 2015. Although, the Moon to describe Blue Moon is not blue, the moon does not rule out the possibility of changing the color to blue? The answer, it could.
